The University of Pennsylvania (UPenn), located in the heart of West Philadelphia, ranks #7 in a four-way tie between Penn, Duke University, Johns Hopkins University, and Northwestern University, according to U.S. News & World Report 2026 Best Colleges. Penn’s rank represents a three-spot jump from its 2025 rank at #10.
The Class of 2030 Applicant Pool
According to Penn’s Admissions announcement, over 61,000 students applied to Penn this year, marking a decrease from last year’s applicant pool of over 72,000. Of these Class of 2030 applicants, over 7,800 students applied to Penn through the Early Decision Program. By its own institutional policy, Penn withholds regular decision acceptance rates.
Beyond these larger numbers, Penn released data in its Class of 2030 admissions announcement that reflect not only the effect of recent changes to testing requirements but also underscore the influence of institutional priorities.
Notably, Penn’s 610,00+ applicants this year actually mark a decrease from last year’s applicant pool of over 72,000.
Why Applications Dropped: The Return of Standardized Testing
Why this application decrease at a school that has grown in popularity in recent years? One significant institutional shift is particularly informative: Penn reversed its 2020 COVID-19 inspired standardized test-optional policy with a test-mandatory policy for the Class of 2030’s admissions cycle. Unlike in the past 5 years, students applying to Penn were required to submit either SAT or ACT scores alongside their application.
The post-pandemic surge experienced by most of the nation’s top colleges arose, to a large extent, by the removal of the standardized testing barrier that had previously proved insurmountable by low-testing students. With that impediment removed, applicants flooded highly selective applicant pools.
Like Penn, several prominent universities—such as MIT, Dartmouth, Brown, and Yale–have returned to test-mandatory policies. Although applications to Dartmouth held steady, Yale and Brown saw a drop in applications following the change in requirement, as did MIT when it reinstated standardized testing requirements several years earlier.
Institutional Priorities Behind the Class of 2030
Penn reported other numbers of significance in this year’s Admissions Announcement: Penn welcomed 112 students to the Class of 2030 through QuestBridge – a national program that allows low-income students to apply early to selective institutions at no cost – 83 of whom are first-generation college students. This number sits beside another, equally informative statistic: Penn admitted the largest number of admitted students from Philadelphia in Penn’s history. These numbers reflect the University’s commitment to building a class of students who will learn from each other’s diversity of experiences and perspectives – a strategic goal of increasing importance since the United States Supreme Court ruling deemed race-conscious admissions unconstitutional in 2023.
Lastly, it is worthy of note that this year’s admission cycle at Penn was the first to eliminate non-evaluative alumni conversations with applicants. In reviewing its admissions practices, Penn concluded that the sheer volume of applications made it close to impossible to offer these interviews equitably. Again, the removal of this practice emphasizes Penn’s commitment to equal consideration – and allows the university to focus on what matters most: enrollment.
